Materialized View And Report Showing Only The Latest Rogue Change.

The materialized view Reporting via the BI publisher is not working correctly as it shows only the latest info. Please see the following usecase:

1. A user creates a database account in target
2. The user adds a role.
3. The user adds the admin option to that role.
4. The user removes the role.

If the view/report are run after 2, the report only shows the role being added to the account.
If the view/report are run after 3, the report only shows the the change in ADMIN OPTION, but not the addition of the role.
If the view/report are run after 4, the report only shows the removal of the role (with ADMIN OPTION), not the adding of ADMIN OPTION or the role.

So based on when the report is run, the end user receives different information about rogue changes made in the target system. Some (possibly many) rogue actions will be excluded by the report.

One is expecting that the report to show ALL unexpected changes made to accounts in the given resource, not just the last one.
