OAM Webgates Not Working in Clustered Environment

After setting up an 11g webgate in OAM and installing the OHS/webgate, You are getting some system errors when the login page is trying to be served from 2 of the 4 OAM nodes. You have set 2 nodes to be primary and 2 to be secondary with 8 connections each (having all nodes in primary and 1 connection each seemed to cause other issues).

The error on the 2 bad nodes is as follows:
Caused by: Partner <WEBGATE_ID> not registered

If you hit refresh a few times you'll eventually get the good nodes and be able to log in. When you click on the monitor button in OAM to see the webgates/OAM agent info, some of them are shown as not active.

The portal sso agent is also showing only one oam agent.

Any configuration i missed here?
