OAM Webgates Not Working in Clustered Environment

Problem Description
After setting up an 11g webgate in OAM and installing the OHS/webgate, I am getting some system errors when the login page is trying to be served from 2 of the 4 OAM nodes. I've set 2 nodes to be primary and 2 to be secondary with 8 connections each (having all nodes in primary and 1 connection each seemed to cause other issues).

The error on the 2 bad nodes is as follows:
Caused by: Partner OBIEE_WG not registered

If you hit refresh a few times you'll eventually get the good nodes and be able to log in. I'm attaching some images of when you click on the monitor button in OAM to see the webgates/OAM agent info. It seems to show that some of them are not active.

I'm also attaching an image of our portal sso agent because it seems to also show only one oam agent. Have we missed a step for configuration here?
