LDAP Sync: OIM Not Pushing the Updates via LDAP Sync Which Were Reconciled When the LDAP Target Used By LDAP Sync Was Down (Doc ID 2154594.1)

Symptoms

In a LDAP Sync based OIM environment, OIM is not pushing the updates via LDAP Sync which were reconciled when the LDAP Target used by LDAP Sync was down. It occurs only in the case of modify(update) operations and for create operations such as the Create User through trusted reconciliation, that fails if the back-end LDAP used by LDAP Sync is down.

The issue can be reproduced at will with the following steps:
1.  Stop back-end LDAP such as OID in Ldapsync environment.
2.  Update the user attribute through Trusted Reconciliation.
3.  Confirm the user attribute in OIM is updated.
4.  Start OID, confirm the attribute is not updated.
