WebLogic Admin Server Startup Fails with Errors JPS-01538 JPS-01514 JPS-04301 (Doc ID 2156176.1)

Symptoms

Weblogic Server startup fails with the following errors 

JPS-01538: The default policy provider was not found

JPS-01514: The default context is missing in jps-config.xml.

JPS-04301: Cannot read from policy store
