Observing "Exceeded Maximum Allowed Transactions On Server Soa_server1" Errors In Logs Post Startup (Doc ID 2157119.1)

Symptoms

We did setup bpm domain on a new server by copying the domain from an existing server and changing the listen address. data sources and other configs. Post modification we did start the managed servers and post restart I'm observing the below error continuously written to diagnostics log of SOA_SERVER1 (attaching complete log)

As per some docs, I have verified for .tlog files and no such files exist in the server.
