Observing "Exceeded Maximum Allowed Transactions On Server Soa_server1" Errors In Logs Post Startup

Symptoms
When creating a new BPM Domain (on a new server) by copying the domain directory from an existing server (and changing the listen address, data sources and other configs) some issues appear. Post modification the managed servers start fine, but post restart the below error is continuously written to the diagnostics log of SOA_SERVER1.

Verified for .tlog files and no such files exist in the server.
