After applying a Bundle Patch to Oracle Identity Manager (or WLS/DB etc), you're no longer able to log in to the Oracle Identity Manager User and Administrative Console or the Design Console as the xelsysadm user. The log file shows the following Errors:
Applied an OIM Bundle Patch.
