A Disabled user loaded using Bulk Load utility in OIM is not fully disabled and can successfully login (Doc ID 2158741.1)

Symptoms

A Disabled user loaded via Bulk Load utility is able to login after changing password upon first login. The expected behavior is, a Disabled user should never be able to login to OIM.
