OIM Email Notifications are Not Retried Automatically After Failure

OIM email notifications are not being retried, even after applying SOA Patch BP08 (20900797) to obtain the fix for Bug 18943698.
The issue can occur when there is some intermittent issue, for example, internal network issues which cause SMTP to refuse connections or some other issue with your email client.
