Symptoms

While applying the merge patch 18328572 on OAM 11.1.2.3, getting the following error:

[/work/stage/11gAS/OAM/OAM1123/patches/18328572] opatch apply
Oracle Interim Patch Installer version 11.1.0.12.9
Copyright (c) 2016, Oracle Corporation. All rights reserved.

OPatch detects the Middleware Home as "/ocp11oam"

OPatch failed:/OAM1123/patches/18328572/etc/config/actions.xml with file:/work/stage/11gAS/OAM/OAM1123/patches/18328572/etc/config/actions.xml: XML-20210: (Fatal Error) Unexpected EOF.
Log file location: /opatch/opatch_xyz.log

OPatch failed with error code 73
