WLS 12.1.3: Problem With SOAP Messages With @MTOM and Return Type Byte[] (Doc ID 2160510.1)

Symptoms

When using a Web Service with @MTOM and a return type of byte[], the SoapResponse returns with XOP for all binary data, which is defaulting to non-MTOM JAX_WS service behavior.  

The following exception may be seen:

com.sun.xml.ws.fault.ServerSOAPFaultException: Client received SOAP Fault
from server: error in msg parsing:
Charset from HTTP Content-Type 'US-ASCII' does not match encoding from XML
declaration 'UTF-8' Please see the server log to find more detail regarding
exact cause of the failure.
