Publish Stuck Running In The Destination Environment with Unpacker Threads Stuck Waiting/Reading from the Database (Doc ID 2160613.1)

Symptoms

Publish stuck running in Unpacker stage in the Destination environment.  Even Canceling the publish from the Source UI does not terminate the publish in the Destination.

The Destination thread dumps, show 2 Unpacker threads stuck waiting/reading from the database with the following trace:
