Symptoms

Starting admin server in admin mode causing admin console login to display banner page.

Started the Admin server to come up in ADMIN state. And then trying to access https://HOSTNAME:PORT/console
sometimes it is login correctly and displaying the console. But sometimes login screen is blue background, black test, missing logos and
white text boxes to enter username and password.
