Enterprise Capture is Unable to Move Failure Emails to the Outlook Failure Folder (Doc ID 2160971.1)

WebCenter Enterprise Capture moves successfully processed invoice emails to the processed folder, however, the failed email (with a zip file attachment) is not moving to error folder.  How can this be corrected?
