Symptoms
On : 12.1.3.0.0 version, Admin of iAS Web Server
Installed OHS 12.1.3
Applied the following patches:

19360945
21107581
Started node manager
Then tried to start OHS, but it's failing to start.
The following error is shown in the ohs_nm.log
