Intermittent Errors Access EM And OAM Console, java.net.SocketException: Too Many Open Files (Doc ID 2161870.1)

Symptoms

When configured with OAM and OIF 11gR1 in a single domain, access to the OAM console and/or the EM console for the Identity and Access Management products may throw popup errors.  The AdminServer log shows the following error:

<Jun 24, 2016 10:57:32 AM PDT> <Critical> <Server> <BEA-002616> <Failed to listen on channel "Default" on 192.168.1.1:7001, failure count: 1, failing for 0 seconds, java.net.SocketException: Too many open files>
