WebLogic Console Reporting Managed Server Health Not Reachable

WebLogic Admin version 22.214.171.124.0 console reporting Managed Server health Not Reachable
After a restart, a domain with a large number of Managed Servers is showing health as Not Reachable. While most are showing OK, some are observed to be showing Not Reachable. And the issue is intermittent.
Within the Cloud Control EM they are reported as OK.
Note: WebLogic SOA configured domain with more than 30 Managed Servers.
Upgrade of SOA domain from 11g to 12c.
Increased the number of Managed Server from a mere 7 to more than 30 Managed Servers.
