BiApps Load Plan Still Running Slow After Having Applied an ODI Patch That Includes the Fix from Bug 10369990 (Doc ID 2162837.1)

Symptoms

After having applied an Oracle Data Integration (ODI) patch that includes the fix from the following in attempt to resolve an issue where a Load Plan (LP) execution is taking to long to complete:

Unpublished Bug 10369990 - REDUCE CONNS USED BY LP PARALLEL STEPS ON SAME AGENT JVM INSTANCE
Document 2133237.1 - The Time Shown For Completing A Parallel Container Step Of a Load Plan Is Inconsistent With The Time Composing Child Sessions

... there is an improvement with the overall Load Plan (LP) execution performance, but it still takes a long tome for completion.

For example, a LP originally taking 2h30 started taking 12h and after applying the patch was improved from 12h to 8h.
