Apex Calendar Create New Record Link Deliver Wrong Time (Doc ID 2163077.1)

Symptoms

Problem :

Create a calendar and in it's region attributes
set time format as 24 hours and create a link as :

f?p=&APP_ID.:3:&SESSION.::&DEBUG.:RP,3:P3_START,P3_END:&APEX$NEW_START_DATE.,&
APEX$NEW_END_DATE.

When the page is executed, click on the date and the output of time will be
as :

for example :

Start 15.06.2016 1:00

1:00 will be displayed for 1:00 A.M and 13:00 P.M

It should actually be

Start 15.06.2016 1:00 for 1:00 A.M
and
Start 15.06.2016 13:00 for 1:00 P.M

This works fine when timeformat is selected as 12 hour

Goto Application --Page--Region Attributes-->All settings are done as

of now to reproduce the issue.

Run Page and select the date and click on tab where calender is present and just click on any row for any time for example click on any record for row 9:00 and 21:00 you
can see the output as :

Start 31.05.2016 09:00
End 31.05.2016 09

Same output for both times. So we do not know user has clicked 9:00 A.M or
P.M
