Creating Admin Roles With Access Policy Management Capabilities Without Being System Administrator (Doc ID 2164065.1)

Goal

Want to give a select set of users the ability to create access policies. Currently there is no way to do this other than to grant them the "System Administrators" role for the Top organization. This gives them a lot more other capabilities. So, would like to create a custom admin role, grant this role capabilities to manage access policies (no such capabilities exist), and then grant this new custom admin role to the target users.
