Symptoms
Cannot access the DBaaS Monitor or Application Express or the DBaaS VM page.
https://<PUBLIC_IP>/apex/pdb1
https://<PUBLIC_IP>/dbaas_monitor/
It is possible to connect to the EM page. The listener is up, and all other database functionality is available.
Configuration
o ORDS 3.0.4 standalone
o APEX 5.0
o cat /var/opt/oracle/dbcs-version.txt
>>1.0-1+16.2.1.0.0_160417.1854.x86_64
Other information
o The error occurs regardless of where the URLs are accessed - internal PCs or external options like a mobile phone.
o Restarting the database from the cloud UI had no impact.
