Unable To Filter User Certification By Percent Complete (Doc ID 2166374.1)

When inside a certification task, you can click on the "Query By Example" to show column "filters". These filters work fine for User Login and First Name, but unable to filter users based on Percent Complete.

Requirement is to filter users that are still at 0 percent completion.

Steps to reproduce :
1- Create a User certification
2- Run it
3- Open the certification
4- Complete some of the items
5- Click on "Query By example"
6- Try to filter using percent values (e.g. 0, 33, 42)

If a value is given in the User Login the where clause is modified :
where 1=1 and ( cert_task_action.action is null or cert_task_action.action <> 3 ) AND ( UPPER( UPPER(CERTS_USER.USERNAME) ) LIKE UPPER(?) )

But if  value is given in the percent complete, nothing is added
where 1=1 and ( cert_task_action.action is null or cert_task_action.action <> 3 )

Request is different if 0 is given in Percent Complete versus if nothing is there.
