While Opening A Popup That Has A Faces Message In JDeveloper, The Focus Of The Application Seems Wrong

In JDeveloper, while opening a popup that has a faces message, the focus of the application was reported as not correct.
It was desired to be on the title of the popup but it was on the default "OK" button.

The content of the popup is not directly accessible for the user because the user cannot TAB through and the keyboard cursor keys are inactive at this point.
The only way to overcome this was to press TAB one time and use the keyboard cursor keys.

Below screenshots show a sequence of actions inside the popup.
Environment: IE11, ADF, JAWS 15 and 17

Starting point: OK Button

Select "OK" with SPACE. JAWS reads out the popup

After the open of the popup, the OK button has the focus.
The cursor keys (right, left, down, up) are without function.

Press TAB and jump to the "Close" link (in the upper right corner)

Now, the Cursor-down key has a function and JAWS reads out the text of the popup windows (Die Überprü…“).

Press Cursor down again to reach the OK button.

Cursor up. JAWS reads out "Die Überprü…“

Cursor Up. Link Close is selected

Cursor Up. JAWS reads out "Information“

Current Behaviour:

The Focus of the popup is on the OK button and only TAB is active
