Retrying Create User Task Fails For Non-xelsysadm Sys Admin User (Doc ID 2167787.1)

Retrying a resource process task such as Active Directory Create User task as a non-xelsysadm user, even if that user has sys admin role fails with


Where as same will work for xelsysadm.

Steps to reproduce:

1) Configure OIM with AD
2) Try to fail AD provisioning for one test user by xelsysadm manually. (like deleting connection parameters or username or etc..)
3) Now resource is in provisioning status
4) Reconfigure AD IT Resource with correct values
5) Re-try AD Create User task by log-in with some other user who has "system administrator" role.
