After upgrading to OIM11GR2PS3 using track requests shows error: java.io.FileNotFoundException: (Doc ID 2168714.1)

Symptoms

After upgrading to OIM 11GR2PS3 trying to use track requests displays error: 

 

Logs show the following exception:
