One Destination Endpoint with Connection Issue Impacts Performance of Working Endpoints

If one of the destination endpoints has connection issues, it has an adverse impact on other endpoints.

For example, the other endpoints that do not have connection issues have slower message processing rate.

The netstat state for the bad endpoint is SYN_SENT.

If one endpoint is experiencing connection issues, it should not impact the performance of other endpoints.

The issue can be reproduced at will with the following steps:
1) Do a rolling restart of servers.
2) Observe SOA network connections hang.
3) Check SOA network connections using netstat and they are in state SYN_SENT.
