AD Password Sync Not Changing Passwords For Users in Different Domain (Doc ID 2170883.1)

Symptoms

When natively changing an AD users password who is from a different domain than the AD Domain Controller (which has the AD Password Sync connector installed) which they are connected to then AD PWSync does not change the AD Users password in OIM.
