Symptoms

On : 11.1.1.7.0 version, Fusion Application Integration

Attempting to add attachments to the content server using the Oracle Document Transfer Utility.
Reference the readme KM note: Oracle WebCenter Content (WCC) Document Transfer Utility Readme (Doc ID 1624063.1)
Using the UploadTool creates an Illegal character error.

ERROR

The issue can be reproduced at will with the following steps:
1. Upload a file to the Content Server using the ODTU GenericSoapPort jar file.

The issue has the following business impact:
Due to this issue, it is not clear documents are successfully uploaded to the content server.

Changes

 Upgraded the Fusion Applications system from REL 10 to REL 11.
