WCC Services That Are Added As WebURL Links Fail

Symptoms
This applies only to WebCenter Content 11.1.1.9.0.
WCC service URLs are added to the WebURL.
As an example:
cs/WebFiles/ <!--$cgipath-->?IdcService=COLLECTION_GET_FILE&noSaveAs=true&folderPath=/Contribution Folders/WebFiles/<!--$suffix-->
Once that has been added in, the designated Content Server service will fail.
Even when it's executed outside of the WebURL.
It will fail with an error like:
