Service Bus SOAPAction values longer than 60 characters are split into separate HTTP header Content-Type attributes (Doc ID 2171763.1)

Symptoms

When calling a SOAP 1.2 web service from Service Bus, Service Bus will add an 'action' attribute to the Content-Type HTTP header like it should, the value coming from the soapAction attribute in the WSDL. But if the soapAction string is longer than 60 characters, Service Bus splits the 'action' attribute into 'action*0' and 'action*1' attributes, making a new attribute after 60 characters.
