UTF encoded file names display incorrectly in ADF forms used by BPM

Symptoms

The following code is used to encode the filenames in the application:
StringencodedFieName= URLEncoder.encode(fileName,BaseConstants.URL_ENCODING_UTF_8);
response.addHeader("Content-Disposition",contDispType+";filename="+encodedFieName);

i) When the user tries to export the results to Excel ( which uses the above code to encode the filename), the filename shows correctly in browsers other than 1E , but in IE the filename comes up incorrectly.
2) The same code works fine and the file name is shown correctly for the same application running in Oracle BPM 11g
