WLST Cannot Connect Caused by The RuntimeMBeanServer Is Not Enabled (Doc ID 2171947.1)

Symptoms

When trying to connect to the Admin Server via WLST, the following error is received:

WLST detected that the RuntimeMBeanServer is not enabled. This
might happen if the RuntimeMBeanServer is disabled via the JMXMBean.
Please ensure that this MBeanServer is enabled. Online WLST cannot
function without this MBeanServer.
