How to Send Multi-Valued Attributes in Separate Statements as SAML Assertion from Oracle Access Manager11g R2 Identity Provider (IdP)? (Doc ID 2173478.1)

Goal

Oracle Access Manager (OAM) 11g R2 Identity Federation as an Identity Provider (IdP) to perform SSO using SAML 2.0.
During performing SSO, OAM sends the multi-valued attributes in comma separated format as a single attribute to Service Provider (SP) as below.

Example1:

<saml:Attribute Name="groups" NameFormat="urn:oasis:names:tc:SAML:2.0:attrname-format:basic">
  <saml:AttributeValue xmlns:xs="http://www.w3.org/2001/XMLSchema" xsi:type="xs:string">group1,group2,group3</saml:AttributeValue>
</saml:Attribute>

Is there any way to send the multi-valued attributes in separate SAML statements instead of comma separated as below?

Example2:

<saml:Attribute Name="groups" >
  <saml:AttributeValue>group1</saml:AttributeValue>
  <saml:AttributeValue>group2</saml:AttributeValue>
  <saml:AttributeValue>group3</saml:AttributeValue>
</saml:Attribute>
