Field Modified Is Not Updated With The User Name when Placing Pages (Doc ID 2173748.1)

Symptoms

Modified field is not updated with current user when a Page asset is placed or unplaced.

Test Case:

11.1.1.8.0 Patch 13

This happens also even if the user that updated the page is not available in the system:

1. Log in the system > fwadmin
2. Create user:TestUserI and assign to FirstSiteII
3. Log out and log in as TestUserI
4. Create and place a page:(TestPage)
5. Log out the system and log in again with another user (fwadmin)
4) Delete the user that has created the previous page (TestUserI)
5) With the logged user, select the page
6) Select the "Metadata" tab and look to the "updated date" and "updated by" fields.

7) Move the page in the site plan tree, placing it in another different position, no matter which.
8) Recharge the page in the formula, selecting again "Metadata" tab

9) The updated date has changed to the current date BUT the updated by remains the last user despite the action of replacing the page has been done by the current logged user AND despite the user DOESN'T exist in the system.
