Symptoms

In DSCC one of the three directory instances is listed as "Inaccessible (to enable access click on the server and then on ‘Enable Access’)". Clicking the enable access button reports success but it's still unable to manage the instance.

This instance uses a different CA and cert than the other directory instances.
