Refresh Admin-Role Memberships Fails Error "ORA-01795" (Doc ID 2175205.1)

Symptoms

The Refresh Admin-Role Memberships job fails with an error "ORA-01795: maximum number of expressions in a list is 1000" if one is removing more than 1000 users by rule membership evaluation.

This problem can be reproduced by completing the following steps:
1) Create an admin role with a membership rule that would match more than 1000 users
2) Allow for users to get associated to admin rule by OIM rule evaluation
3) Update the admin role so that it no longer matches the users, either by removing the rule or updating the rule to a condition that no longer matches
4) Run Refresh Admin-Role Memberships job
