OIM Password Sync DLL Fills Data Store During OIM Down Time which Causes DC Server Reboot

Information in this document applies to any platform.
AD administrator identified that the OIM Password Sync DLL is causing reboot of the domain controllers.
This time the DC was unavailable for over 4 hours due to reboots caused by the software.
Only fix was to boot the DC into safe mode and the OIM DLL was removed from the server and started, then the DC was stable and normal again.
DC is running 2008 R2
OIM is running 11gR2 PS2
