Enable/Disable Account not Available in My Access for End Users (Doc ID 2176076.1)

Symptoms

In OIM 11.1.2.3 normal end users are not able to enable/disable their accounts through My Access as they were in OIM 11.1.2.2.

Both buttons enable and disable are not available anymore to an end user.
