Enable/Disable account not available in My Access for non admin users (Doc ID 2176076.1)

Symptoms

In OIM 11.1.2.3 non admin users are not able to enable/disable their accounts through My Access as they were in OIM 11.1.2.2.

Both buttons enable and disable are not available anymore to a non admin user.
