After Upgrade to 11.1.1.9.0, Many Enabled Components Show "needs Restart To Activate" (Doc ID 2176151.1)

Symptoms

After upgrading to 11.1.1.9.0, when navigating to Administration --> Admin server --> Component Manager --> Advanced Component Manager --> Enabled Components, most components have their "Location Type Used" displaying a value of "Needs restart to activate."

This doesn't change even after restarting the UCM managed server.

This did not happen in WCC 11.1.1.8.0.
