OID 11g Bulkload Index Rebuild Hangs

Symptoms
Newly installed Database (DB) and Oracle Internet Directory (OID) 11g, e.g., 11.1.1.9.0.
Bulkload check and generate phase is successful.
While running the bulkload load phase, it hangs while rebuilding the indexes.
The problem also reproduces if just rebuilding the indexes with:
Narrowed down the issue to the number of CPUs on the node. When using only 8 core CPU online (rest of cpu's are offline) then bulkload index works fine. When using all core CPUs (e.g., 128), the problem occurs.
