Symptoms
Resource Consumption Management (RCM) policies defined in WebLogic 12.2.1 and targeted to a partition are not coming into affect.
Eg:
Deploy an application that has memory leak to a partition.
Create a Resource Management heap trigger, indicating that if 50MB of heap is used up to send a "Warning" and if 1 GB of heap is used up, then "shutdown" the partition.
We see the Warning message in the log and also the partition is shutdown.
However, the memory leak continues to happen and the JVM runs out of memory and crash affecting all other Partitions targeted to the JVM.
