Symptoms

After applying the PSU <Patch 21984577> (WLS PATCH SET UPDATE 12.1.2.0.8), the following error is generated when reinstalling an application already installed in the previous version 12.1.2.0.4.

 Issue is still seen even after applying patch from <Bug 17968606>.
