Procedures With Double Quotes Are Not Visible In 'Run PL/SQL' Dialog (Doc ID 2178758.1)

Windows 8 x-64bit

Problem
----------------

Double quoted procedures/functions are not seen in 'Run PL/SQL' dialog. E.g. "MyProcedure" is not seen, while myprocedure is.

Steps to Reproduce 

----------------------

1. Create Package Spec:

create or replace package package1 as
procedure myProc1 ;
procedure "myProc2" ;
end;

2. Create Package Body:

create or replace package body package1 as
procedure myProc1 is
begin
dbms_output.put_line('Hello World');
end;
procedure "myProc2" is
begin
dbms_output.put_line('Hello World');
end;
end;

3. Highlight Package, Right Click and Choose Run, Brings up Run PL/SQL and shows only the MYPROC the one created without the " " double quotes.
