OHS WebGate initialization fails with error "No ObAccessClient.lst configuration file." raw_code^207"

Steps to reproduce
1. Installed and deployed WebGate
2. Created WebGate profile for the newly installed WebGate in OAM Console
3. copied the generated artifacts
4. Restart OHS instance.
