Approval Workflow Configuration Not Working for Bulk Requests

Using OIM and needing to configure Approval Workflow Configurations to handle Bulk Provision ApplicationInstance.
For single user, the custom workflow is getting invoked fine, but for bulk provision requests, custom workflow isn't getting invoked and request is getting assigned to System Administrator.
