Symptoms
You've created a workflow rule for Provision ApplicationInstance which points to your custom composite.
For a single user, the custom workflow is getting invoked fine.
But for bulk provisioning requests, the custom workflow isn't getting invoked and instead a single request is getting generated and assigned to the System Administrator.
