OSB 12c Service Callout to local proxy that is based on a WSDL with multiple operations not working

When a Pipeline is invoking a local proxy (that is based on a WSDL with multiple operations), the proxy is just echoing.
This in an unexpected/unacceptable behavior that is not present in 11g.
The code in OSB 11g has multiple invocations to Local proxies and this issue will affect multiple services.
