Slowness In Undeployment/Deployment After Upgrading to Weblogic 12.2.1 (Doc ID 2180441.1)

Symptoms

After upgrading to Weblogic 12.2.1, the undeployment/deployment time increases dramatically from prior 10.3.x and even 12.1.x versions.

Customer attempting to deploy a large ear, containing 3000 EJBs and 300 EJBs exposed as Webservices.

In 12.1.3 this deploys fast.  1 minute in customer's environment and about 4 in an Oracle's test box.

In 12.2.1 the same application takes 30 mins + for customer and nearly an hour in an Oracle's test box.

It looks like each resource lookup in the Classpath implicitly triggers an expensive (and useless?) search for validation contexts, copying a huge map of validation contexts and the like which is being repeated over and over. The cost for this seems to depend on the number of EJBs in the application.
