WLS12.1.3: Performance issue with JSPs and WELD/CDI Contention (Doc ID 2180525.1)

Symptoms

The customer's application would respond properly but it was observed that during stress testing the server reached upwards of 400 execute threads (basically the maximum that WLS will support) and essentially all of them are similar to this:

The performance of the application under load was far worse than expected.
