Error when executing the MFT 12.2.1.1 WLST command 'createArtifacts', 'Cannot find the declaration of element 'Source'' (Doc ID 2180526.1)

Symptoms

When using WLST createArtifacts the following error is being encountered. (Note the error will differ slightly depending on if Transfer, Source or Target is attempting to be created)

WLST command used:

createArtifacts('so_d9401de2-9d28-498a-ac29-6fd0d1881ff7.xml')

 Error received:

[wlst] Exception Description: An error occurred unmarshalling the document

[wlst] Internal Exception: org.xml.sax.SAXParseException; lineNumber: 2; columnNumber: 191; vcv-elt.1: Cannot find the declaration of element 'Source'
