"Listen Port Enabled" Value in Oracle WebLogic Console Servers Monitor Page is False

In the Oracle WebLogic Server 8.1.6 console, the user logs into the console and clicks the servers node to monitor Managed Servers. The "Listen Port Enabled" column values are all false, even though all of the servers listen ports are enabled.
