Cannot Connect To RCU ODS User, Schema Exists In RCU But Not In The Database (Doc ID 2180869.1)

Symptoms

During OID installation 'Specify schema database' screen failed with "Cannot connect to the database" error.
Logfiles shows ORA-1017.

RCU shows ODS schema is already configured.
But database does not have ODS schema.
Following sql query confirms that ODS schema is not installed in the database:
 select username from all_users where username = 'ODS';
